Every day, we inevitably see shortcomings in the special education system. This is no surprise since the game-changing federal special education civil rights law, The Education for All Handicapped Children Act, is still shy of 50 years old. This law eventually evolved to the Individuals with Disabilities Education Act, which outlines important issues in special education such as how students qualify for special education and are guaranteed access to a free and appropriate public education, All of us on the ground fighting for our students and families are distinctively qualified to recommend changes to our current system as laws evolve, the cost of special education continues to rise, and new research emerges.
